COMMUNICATIVE TECHNOLOGIES AS A FACTOR OF THE CRISIS

The modern economy is a complex mechanism to ensure the balance of demand and supply, the allocation of limited resources among a large array of agents from the number of physical and legal persons as well as public and gov-ernment structures [1].
Violation of the work of this mechanism may be due to the many causes of the different nature of impact on the economy. One of them is the economic cri-sis, which leads to the destruction of the established economic model and often puts the economic system in the condition of a chaos.
Researches history of appearance economic crises indicates the complexity of the pre¬diction of this phenomenon, which are the causes of the many factors af-fecting the economic system [2]. Their multidimensionality does not allow the use of the simple models or scenarios to predict, to prevent or overcome the crisis in the modern organi¬zation. For example, economic models that represent a simpli-fied description of the reality can be theoretical and empirical. If the theoretical models contribute to sound management of the building of the system where the agents are performing specific tasks in the light of the restrictions (for example, the budget) the empirical model closer researchers to reality, giving the theoreti-cal value of the specific value. However, both types of models are not able to pro-vide the forecast of behavior of agents.

This problem is often compounded by excessive and not high quality ad-vertisement, gets undesirable reactions of the consumers. Also contributes to the negative information in the print media, affecting product quality reputation of the organization or its leaders, as well as information about the conflicts between the interests of owners in their cooperation with state authorities.
A special role in the promotion of a crisis in the organization plays a lack or poor organization of work of the feedback mechanism.
This factor serves the cause of violations of information exchange within the organization between the representatives of the management, owners and em¬ployees, which is characterized by the emergence of the information asymmetry in the management hierarchy, and the horizontal division of labor.

In the Russian practice information asymmetry, often due to surrounded by the leadership of their relatives, often without any professional skills.
In addition, at different periods of social and economic development in var-ious economic systems under the influence of the communicative environment, consumers show different patterns of economic behavior and the different charac¬teristics of these models.
In order to avoid such phenomena modern organization must have a clear structured information system, based on local area networks and advanced infor¬mation technologies.
This information system will ensure the acceleration of the reaction man¬agement of the organization to manifestation of the crisis, will allow to involve in the process of preparing anti-crisis program a wide range of participants from the management of various specialists and lawyers.
Designed in such a way leasing programs can serve as the basis for the building of the various models of crisis management, using various scenarios for the implementation of the process: the pre-crisis, crisis and post-crisis [5].
The basis of such crisis management model is the multidimensional sce¬nario, the communicative process, causing the desired response for the organiza¬tion of the internal and external environment.
In the internal environment — this is the reaction of the owners, representa-tives of management and other employees, in the external environment – this is the reaction of public authorities, the media, customers and business partners.
Scenarios such as this should include activities aimed at the formation of a posi¬tive image of the organization in the external environment. For example, the formation of the so-called «image of domestic organizations» through participation in environmental and social programs in the region the lo¬cation of the organiza-tion.
Scenarios of crisis management model focused on the internal environ-ment of the organization are more complex to implement, as it should be different depending on the specific units engaged in basic manufacturing processes or ser-vice them. In the departments, deals with the main activities are such as a rule, greater access to information systems, also their staff has the skills of using such systems.
Units which are service the production process, have less communicative capabilities. As a rule, the role communicators in such units are the leaders, which the leadership gives full confidence and support. Otherwise, you need to take ex-tra care, because people always tend to distort the information on the basis of their own personal reasons [6].
The development of informational systems in the organization, will not on-ly bring timely information to the performers, except for the information asymme-try in its various manifestations, but also monitor the implementation of the developed anti-crisis measures.
